Foreign Office to Board of Trade.

Foreign Office, February 13, 1913. I AM directed by Secretary Sir E. Grey to transmit herewith, to be laid before the Board of Trade, a copy of note from the Netherland chargé d'affaires inviting His Majesty's Government to appoint delegates to proceed to The Hague in June next to discuss the question of the ratification of the International Opium Convention.

Sir E. Grey proposes, subject to the concurrence of the Board of Trade, to accept the invitation of the Netherland Government and to appoint as delegates Mr. Max Müller and Sir W. Collins, if they are available.

I am also to request that Sir E. Grey may be favoured with the Board's views as to the effect of the non-adherence of the countries mentioned in the list furnished by M. van der Goes.

A similar letter has been addressed to the India Office and the Colonial Office.
